WordPress Designer/Developer – Custom Product Page Design

We need a custom-made Wordpress product page design, however, our current webmaster said that it cannot be done, as we are using a specific theme. We are looking with someone who has deeper understandings how to create the design that we want, even if it has to be code-written. The product page must be inside our website, not on a new domain.
The product page will have 7 sections, each with different elements. This product page is A MOBILE-FIRST design approach - meaning, we need it to look exactly like we imagine it on mobile devices.
