WebAR Developer: Create App-less AR Sticker Experience

Project Overview
I am looking for an AR developer to create a web-based Augmented Reality (WebAR) experience for a physical sticker. The goal is for a user to scan a QR code on the sticker, which opens a mobile browser and triggers a 3D animation when the camera is pointed at the sticker graphic.
No app download should be required. This must run entirely in-browser.
Scope of Work
* 3D Modeling: Create a 3D holographic-style text model that says: THE FUTURE IS SIGNED. (see attached model)
* Visual Style: The model needs an emissive/neon glow to match the attached sticker design. (rainbow)
* Image Tracking: Set up image tracking using an open-source library like or (or suggest a better free alternative).
* Deployment: Help deploy the final HTML/JS files to our web server (or a hosting platform like GitHub Pages) so the QR code can link directly to it.
* Create an AR code with our center's logo in the middle and integrate into the sticker.
