Project Quality Manager (Employer Representative) Purpose & Objectives The purpose of this service is to provide a fully functional project-level quality management capability that: Ensures compliance with contractual, regulatory, and Employer quality requirements Provides independent oversight of EPC contractor QA/QC activities Ensures defect prevention, early issue identification, and effective resolution Delivers handover-ready, quality-compliant assets Supports controlled and predictable commissioning and project close-out The Service Provider shall provide full project quality management services, including: Establish and manage the Project Quality Management System (PQMS) aligned to Employer requirements Review and approve Contractor Project Quality Plans (PQP) Review and approve Inspection & Test Plans (ITPs) and Method Statements Ensure compliance with applicable standards, specifications, and contractual obligations Enforce quality control processes across all disciplines (Civ...
