Create Fully Editable Document in Microsoft Word from PDF

I need a freelancer to recreate document (provided in PDF format) into a fully editable template in Microsoft Word. The Word document must maintain the same structure, layout, fonts, and tables as the original.
Document Structure:
Exact replication of the PDF structure, including headings, subheadings, and sections.
All text content must be reproduced exactly as in the original document.
Fonts:
