Build Internal API Integration Tool

We are looking for a developer to build a lightweight internal tool that connects to a third-party REST API and allows our team to retrieve filtered property records on demand.
This tool will be used internally for operational data organization and reporting.
Core Requirements
Connect to a REST API using authentication credentials
Allow selection of geographic filters (state, county, etc.)
Apply predefined filter configurations
Retrieve structured data records
Export filtered results to CSV
Implement record comparison logic against an existing dataset (deduplication logic)
Provide either a simple web interface or command-line interface
